While many people try to game the immigration system with all sorts of elaborate schemes to fool officials, other would-be migrants themselves become victims of scams.

An Internet search for “Immigration Consultants Canada” turns up scores of pages. The Canadian Society of Immigration Consultants (CSIC) lists more than 1,800 members. CSIC is supposed to regulate the activities of the industry but is itself no stranger to controversy with allegations of lavish spending by its board members and ineffectual policing of dodgy operators.
On December 13, 2010, Curt Petrovich and John Nicol of CBC News reported (“Potential Immigrants Stopped by Job Offer Probe”) on a problem with apparently bogus job offers that were organized by Vancouver paralegal Nigel Thomson, Chair of CSIC.
